ETM RHs swtich ON at nominal powers

As agreed, the ETM RHs were configured and switched ON for the arm cavity scan with RH transients.

I set the NE RH to nominal values: 16.6 V (7.4 W).

I set the WE RH to nominal values: 17.4 V (8.14 W).

At 10:10 UTC, the WE RH was switched ON.

At 10:11 UTC, the NE RH was switched ON.
