I.TCS_{NI,WI}_Power
On Gabriele's request, the TCS_{NI,WI}_Power are now read by a Locking's ADC7674. These data are now available at the PrITF and then GcLocking level. The PrITF configuration remains to be upgraded to propagate the channels to GcLocking.

To have the channels available, I 've
. moved the SFP channels on the ADC7674 Moni_DET
. upgraded the Pr40K configuration to translate the Pr_SFP channels for the CtrlSrv server
. Moved the TCS_{NI,WI}_Power for the ADC7674 Moni_TCS to the ADC7674 PRB5_ADC0

II. Oo_B5_q{1,2} channels
On Maddalena's request, The Oo_B5_q asymmetries are now computed by QrITF_10K, down sampled at 2KHz to be available for the GcAlignment servers.
The Oo_B5_q{1,2}_{x,y} channels are then sent to the Locking host(rtpc06) to be forwarded to the SC_OB DSP.

At the Sc_OB level, they are available as:
