DE-ACTIVATION OF THE OFF_LINE GUARDIAN

Last Friday morning, during the restart of the ISYS (after M6
replacement), we operated to close also the IB local controls.
We tried several times to close those loops, but without success
since some Guardian continuosly was opening them. Since this
problem was still present after that we de-activated the "New
Guardian" and the "Old Guardian", we decided also to switch-off
the "Off-Line Guardian" (named Huber).
Following S.Braccini's instructions, we made a change in the
/virgodev/bb'Linux-i686-rh9/bb19c/ext/guardian.sh, replacing the
line:
OFF_LINE_OUT="/virgoDev/Sa/Off_Line_Guardina/v0r14/Linux-i686-rh9/checker.exe
with the new one:
OFF_LINE_OUT="/virgoDev/Sa/Off_Line_Guardina/v0r11/Linux-i686-rh9/checker.exe
Doing so, Huber performs only a monitoring, but without any action on the loops.
This de-activation affects the Off-Line Guardians of all the suspensions.
Successively, we decided also to not activate again the OffLine Guardian, since,
starting from Friday afternoon, the new Damping version
(containing also the more safe New Guardian) is running for all the suspensions.

IMPORTANT: please note that the New Guardian is active only if the
gain on corresponding line is 1 (off when gain is 0).
This check can be done only accessing to the card displayed by the damping client.
